Staffing delivers bodies. A team delivers direction.
The engineering services market learned to sell hours and résumés. Good people arrive, and they arrive fast, and the project still stalls: nobody in that group owns the architecture, and the decisions that matter keep waiting on someone inside.
On the other side, hiring senior takes months and building a team takes longer. Whoever has to deliver this quarter does not have that time, and ends up buying quantity because quantity is what is on sale.
